Final Statement
Symposium: "Executing Palestinian Prisoners: Legislation for Murder or a Full-Fledged War Crime? International Parliamentary Responsibility in Confronting the Israeli Execution Law"
At the conclusion of the political and parliamentary symposium organized by the League of Parliamentarians for Al-Quds and Palestine, titled "Executing Palestinian Prisoners: Legislation for Murder or a Full-Fledged War Crime? International Parliamentary Responsibility in Confronting the Israeli Execution Law," parliamentary, legal, and political figures gathered to discuss current legal challenges and the required international oversight and legislative roles.
The participants affirmed the following:
First: The necessity for urgent and immediate action to provide international protection for Palestinian prisoners within occupation prisons, and to work toward halting the prisoner execution law while bringing global attention to their suffering.
Second: This law cannot be viewed in isolation from the general context of the genocidal war waged by the occupation against the Palestinian people, particularly in the Gaza Strip. It is part of systematic policies targeting prisoners, which have recently escalated to include systematic torture, starvation, deliberate medical neglect, and harsh solitary confinement. These tragic humanitarian conditions, which have led to the martyrdom of dozens of detainees, amount to war crimes and crimes against humanity.
Third: The current stage demands a genuine transition from the circle of condemnation to impactful political, parliamentary, and legal action. This transition is essential to halt the aggression, hold perpetrators accountable, and restore the inalienable rights of the Palestinian people.
Fourth: The necessity of intensifying international parliamentary efforts to adopt clear and explicit positions condemning the occupation's crimes and translating these positions into practical, high-pressure measures.
Fifth: Support for international legal efforts aimed at prosecuting occupation leaders before international courts and strengthening the legal path to confront war crimes and genocide.
Sixth: Enhancing coordination between parliaments, international institutions, and civil society organizations to build a unified international front supportive of Palestinian rights and the cause of the prisoners.
Seventh: Reaffirming that this law reflects a dangerous trend by the occupation government toward the legalization of murder and the establishment of a discriminatory, racist system that applies penalties based on national identity. This development threatens to ignite further instability and undermines any prospects for peace in the region.
Eighth: Calling upon international parliaments, human rights institutions, and the United Nations to fulfill their legal and moral responsibilities. We urge urgent intervention to pressure for the cessation and repeal of this dangerous law, the provision of immediate international protection for Palestinian prisoners, and the opening of independent international investigations into crimes committed against them, including torture, starvation, and medical neglect.
