Stop the Genocide... Hold Criminals Accountable

Subject: Legislative and International Action to Stop Genocide, Protect Civilians, and Confront Annexation and Displacement Plans in Palestinian Territories

We, the undersigned parliamentarians from various continents and legislative bodies across the world, acting on our constitutional and moral responsibility as representatives of the will of our peoples, affirm that the silence of the international community and the UN institutions' reliance on mere "statements of concern and condemnation" is no longer acceptable. Rather, it has become a cover for the continuation of the most horrific humanitarian catastrophes in modern history.

In response to the call for global mobilization (October 9–11, 2026), we place before you your historical and legal responsibilities to stop the war of genocide, ethnic cleansing, settlement expansion, and forced displacement targeting the entirety of Palestinian existence.

The ongoing systematic destruction in the Gaza Strip, coinciding with the escalation of settler terrorism and annexation plans in the West Bank and occupied Jerusalem, are not isolated security incidents. They are an interconnected strategy of occupation requiring decisive international intervention to end the era of impunity enjoyed by the Israeli occupation state.

First: Stop the War of Genocide and Dismantle the Siege of Gaza

The Gaza Strip is subjected to a fully-fledged war of genocide, employing a policy of starvation and the weapon of siege to deny food, water, medicine, and shelter materials to millions of civilians. Protecting civilians is not a political concession, but an absolute obligation under international humanitarian law and the Geneva Conventions. Accordingly, we demand:

• Immediate and Permanent Cessation: An immediate and permanent halt to all military operations and the targeting of civilians.

• Unconditional Crossing Access: The immediate and unconditional opening of all crossings to ensure the safe and sustainable flow of relief and medical aid, fuel, and rescue equipment.

• Urgent International Protection: Providing urgent international protection for hospitals, schools, shelter centers, and medical and humanitarian personnel.

Second: Confront Practical Annexation Plans and Settler Terrorism

In parallel with the disaster in Gaza, the West Bank and East Jerusalem are experiencing a dangerous escalation aimed at changing the demographic and geographic reality by force of arms. Crimes involving home demolitions, land confiscation, crop destruction, and giving free rein to armed settler militias to terrorize Palestinian villages are direct tools to enforce practical annexation and ethnic cleansing.

We categorically reject any attempt to legitimize these crimes or market forced displacement under the guise of "voluntary migration," and we affirm that defending Palestinian land is a defense of the human right to survival and dignity.

Third: A Roadmap for International Compliance (Urgent Demands)

We call on the international community, both governments and parliaments, to move immediately toward the following punitive and binding measures:

• Arms Embargo: Immediately review and halt all forms of military assistance and transfers of weapons used in committing war crimes and grave human rights violations.

• Isolate Settlement Expansion: Take sovereign measures and legislative steps to suspend trade agreements and boycott settlement products that fund the practical annexation of Palestinian lands.

• Activate Criminal Accountability: Provide full support for international justice mechanisms (the International Court of Justice and the International Criminal Court), ensure the execution of their decisions, and prosecute war criminals and anyone who funds or arms settler attacks.

• Protect the Right to Self-Determination: Reject all policies aimed at fragmenting Palestinian geography or entrenching the occupation, and support the inherent right of the Palestinian people to their independent state.

Fourth: The Constitutional Duty of Parliaments

As lawmakers, we believe that parliaments are the first line of defense for the rule of law. Therefore, we call on all our fellow parliamentarians around the world to activate their oversight tools to question their governments, review their foreign policies, and enact national legislation that prevents any financial, military, or political complicity with the crimes of the occupation.

Fifth: The International System Facing a Credibility Test

The Palestinian cause today is the real measure of whether the international system will survive or collapse. If international law is universal, there is no exception for the occupation; if forced displacement and settlement activity are crimes, there is no immunity for those who commit them.

The credibility of the free world is measured by how fairly it applies justice without double standards. A delay in action costs more innocent lives, and silence at this historical moment is complicity in genocide.
